Employee Performance Management

1. PURPOSE

This DR sets forth the United States Department of Agriculture’s (USDA) policy for the Non-Executive Performance Management Program within the Appraisal System approved by the Office of Personnel Management (OPM).

2. SPECIAL INSTRUCTIONS/CANCELLATIONS

a. This DR supersedes DR 4040-430, Performance Management, dated September 30, 2013.
b. This directive becomes effective on October 1, 2018 and remains in effect until superseded.
c. All agencies must align their performance management policies with this policy by October 1, 2018.
d. The term “agency” or phrase “agency and staff office,” unless otherwise noted in this document, will be considered to encompass the Mission Areas, agencies, and staff offices of USDA.
