Delegation of Authority

Approve the Memoranda of Understanding between the Land-Grant Universities and USDA Related to Cooperative Extension Programs

1. PURPOSE

The purpose of this memorandum is to delegate authority within the Department to approve the memoranda of understanding between the land-grant universities and USDA related to cooperative extension programs.

2. DELEGATIONS

The Under Secretary for Research, Education, and Economics (REE) is hereby delegated the authority vested in the Secretary to approve the memoranda of understanding between the land-grant universities and USDA related to cooperative extension programs. This authority is further delegated to the Director, National Institute of Food and Agriculture (NIFA).

This delegation allows the NIFA Director to terminate the memoranda of understanding due to obsolescence.

3. EXISTING DELEGATIONS

The reservation to the Secretary of the authority to approve the memoranda of understanding between the land-grant universities and USDA related to cooperative extension programs in 7 C.F.R. 2.21(b)(1)(vi) is hereby revoked.

4. EFFECTIVE DATE AND TERMINATION

This delegation is effective immediately and will remain in effect for one year from the effective date, or until such earlier time as the Department’s published delegations of authority have been revised to incorporate the provisions of this memorandum.
