David Shearer
Associate Chief Information Officer for International Technology Services.
David Shearer joins the Office of the Chief Information Officer as the Associate CIO for International Technology Services. Mr. Shearer leads ITS in its mission to provide managed information technology services, networking, and support to USDA agency customers across the country and around the world.
Mr. Shearer has been in public service for more than twenty years. He began his career with the U.S. Coast Guard where he served in a number of information technology leadership positions. Notably, Mr. Shearer led the design, engineering, and implementation of the Coast Guard's Standard Workstation III deployment at the agency's Washington, D.C., headquarters. This technical work established a foundation for migrating more than 25,000 computer workstations throughout the world that support the Coast Guard's broad mission (e.g., search and rescue, maritime law enforcement, and drug interdiction).
Mr. Shearer moved to the Department of the Interior's OCIO where he led the Interior's Enterprise Architecture initiative. This opportunity required significant collaboration with leadership and technical experts around the country to negotiate technical standards for service delivery for the Department's national infrastructure.
While serving as the Bureau of Land Management's Deputy Chief Information Officer, Mr. Shearer led the consolidation and centralized management of the Bureau's national information technology infrastructure. His next career opportunity was with the U.S. Patent and Trademark Office at the Department of Commerce. He served as the Executive for Architecture, Engineering and Technical Services, responsible for managing and enhancing the Agency's international technical infrastructure.
Mr. Shearer returned to Interior to serve as the Department's Deputy CIO. He led a number of department-wide technical infrastructure consolidation efforts including the Enterprise Services Network. He also provided technical consulting to the Financial and Business Management System (FBMS) which will replace and integrate 160 of Interior's 162 legacy business systems that support customers throughout the country into a single, modern, integrated information system based on SAP Enterprise Resource Planning software. He joined the Interior's FBMS project as its first Chief Technology Officer. Mr. Shearer solved a number of technical challenges related to getting the system and the department's technical infrastructure prepared for successful deployments. As FBMS grew, Mr. Shearer assumed Project and Program Director positions.
David Shearer holds a Master of Science degree in Information Resources Management from the School of Information Studies at Syracuse University and a Bachelor of Science degree in Management/Computer Information Systems from Park College. He is also a distinguished graduate of the National Defense University's Advanced Management Program and DOD Chief Information Officer Certificate Program. Mr. Shearer is also a certified Project Management Professional (PMP) and a recipient of a 2008 Presidential Rank Award.
