Richard
Coffee
Associate Chief Information Officer
Cyber and Privacy Policy and Oversight
Richard Coffee serves as the Acting Associate
Chief Information Officer for Cyber and Privacy Policy and
Oversight as of February 2011. Mr. Coffee is responsible for
providing executive leadership and strategic direction for
Cybersecurity policy, FISMA security compliance, security
training and awareness, systems certification and accreditation,
the Center of Excellence program (CoE) and the Information
Security Intern Program.
Mr. Coffee joined OCIO in April 2009 and
served as the Senior Advisor to the Deputy Chief Information
Officer providing senior level support in the coordination
efforts of OCIO policy oversight and operations including;
enterprise architecture, IT governance processes, cyber security
and privacy; data center and telecommunication operations,
and IT infrastructure support. Mr. Coffee also served as the
Acting Deputy Chief Information Officer for Technology Planning,
Architecture and E-Government supporting the execution of
an IT portfolio of over 45 major and 219 non-major system
investments totaling approximately $2.6 billion.
Before joining USDA OCIO leadership team,
Mr. Coffee served 10 years at the Small Business Administration
as the Chief Enterprise Architect where he provided leadership
and executive strategic direction for the SBA Architecture
development supporting a $90 million IT investments portfolio
and a $75 billion active loans and grants portfolio. Prior
to his tenure at the SBA, Mr. Coffee served 10 years in the
legislative branch of the federal government with the United
States Senate Computer Center as a systems engineer responsible
for converting 100 Senator’s offices and 32 Senate Committees
from proprietary mini-computer office automation systems to
non-proprietary Local Area Network (LAN) based office automation
systems. He also led the implementation of the U. S. Senate’s
first computer – telephony integrated helpdesk system.
Mr. Coffee received his Bachelor of Science Degree in Information Technology Management and an Associate of Arts degree in Computer Programming from Strayer University. Mr. Coffee is currently pursuing a graduate certification in Cyber Security Policy at the University of Maryland University College.
