practices, including soil erosion control, integrated pest management, or
transition to organic farming.

The Conservation of Private Grazing Land (CPGL) initiative will
ensure that technical, educational, and related assistance is provided to those
who own private grazing lands. It is not a cost share program. This technical
assistance will offer opportunities for: better grazing land management;
protecting soil from erosive wind and water; using more energy-efficient ways
to produce food and fiber; conserving water; providing habitat for wildlife;
sustaining forage and grazing plants; using plants to sequester greenhouse
gases and increase soil organic matter; and using grazing lands as a source of
biomass energy and raw materials for industrial products.

Security Program (CSP)
The Farm Security and Rural Investment Act of 2002
(The 2002 Act) (Pub. L. 107-171) amended the Food Security Act of
1985 to authorize the Conservation Security Program (CSP). CSP is
administered by USDA's Natural Resources Conservation Service (NRCS). CSP is a
voluntary program that provides financial and technical assistance to promote
the conservation and improvement of soil, water, air, energy, plant and animal
life, and other conservation purposes on Tribal and private working lands.
Working lands include cropland, grassland, prairie land, improved pasture, and
range land, as well as forested land that is an incidental part of an
agriculture operation.

Watershed Protection (EWP)
The purpose of the Emergency Watershed Protection (EWP) program is
to undertake emergency measures, including the purchase of flood plain
easements, for runoff retardation and soil erosion prevention to safeguard
lives and property from floods, drought, and the products of erosion on any
watershed whenever fire, flood or any other natural occurrence is causing or
has caused a sudden impairment of the watershed.

Quality Incentives Program (EQIP)
The Environmental Quality Incentives Program (EQIP) was reauthorized
in the Farm Security and Rural Investment Act of 2002 (Farm Bill)
to provide a voluntary conservation program for farmers and ranchers that
promotes agricultural production and environmental quality as compatible
national goals. EQIP offers financial and technical help to assist eligible
participants install or implement structural and management practices on
eligible agricultural land.

Lands Protection Program (FRPP)
The Farm and Ranch Land Protection Program (FRPP) provides matching
funds to help purchase development rights to keep productive farm and ranchland
in agricultural uses. Working through existing programs, USDA partners with
State, tribal, or local governments and non-governmental organizations to
acquire conservation easements or other interests in land from landowners. USDA
provides up to 50 percent of the fair market easement value.

Incentives Program (FIP)
On May 13, 2002, the 2002 Farm Bill de-authorized the Forestry
Incentives Program (FIP), which was originally authorized in 1978 to share up
to 65 percent of the costs of tree planting, timber stand improvements, and
related practices on non-industrial private forest lands. Funds remaining on
May 13, 2002 will be exhausted through FIP closeout, primarily funding the
existing contractual backlog.

9000-NRE-NRCS-GRP Grassland
Reserve Program (GRP)
The Grassland Reserve Program (GRP) is a voluntary program offering
landowners the opportunity to protect, restore, and enhance grasslands on their
property. Section 2401 of the Farm Security and Rural Investment Act of
2002 (Pub. L. 107-171) amended the Food Security Act of
1985 to authorize this program. The Natural Resources Conservation
Service, Farm Service Agency and Forest Service are coordinating implementation
of GRP, which helps landowners restore and protect grassland, rangeland,
pastureland, shrubland and certain other lands and provides assistance for
rehabilitating grasslands. The program will conserve vulnerable grasslands from
conversion to cropland or other uses and conserve valuable grasslands by
helping maintain viable ranching operations.

The Grazing Land Conservation Initiative (GLCI) is a nationwide
collaborative process of individuals and organizations working to maintain and
improve the management, productivity, and health of the Nations privately
owned grazing land. This process has formed coalitions that represent the grass
root concerns that impact private grazing land. The coalitions actively seek
sources to increase technical assistance and public awareness activities that
maintain or enhance grazing land resources.

Conservation and Development (RC&D)
The purpose of the Resource Conservation and Development (RC&D)
program is to accelerate the conservation, development and utilization of
natural resources, improve the general level of economic activity, and to
enhance the environment and standard of living in designated RC&D areas. It
improves the capability of State, tribal and local units of government and
local nonprofit organizations in rural areas to plan, develop and carry out
programs for resource conservation and development. The program also
establishes or improves coordination systems in rural areas. Current program
objectives focus on improvement of quality of life achieved through natural
resources conservation and community development which leads to sustainable
communities, prudent use (development), and the management and conservation of
natural resources. RC&D areas are locally sponsored areas designated by the
Secretary of Agriculture for RC&D technical and financial assistance
program funds.

9000-NRE-NRCS-RAMP Rural Abandoned
Mine Program (RAMP)
The Rural Abandoned Mine Program (RAMP) is authorized by Section 406
of the Surface Mining Control and Reclamation Act (SMCRA) of 1977
as amended by the"Abandoned Mine Reclamation Act of 1991" as subtitled under
the Budget Reconciliation Act (Public Law 101-508; 30 U.S.C.
1236). It is authorized for the purpose of reclaiming the soil and water
resources of rural lands adversely affected by past coal mining practices.
There were approximately 1.1 million acres of abandoned coal-mined land needing
reclamation in 1977. The U.S. Department of Agriculture (USDA), Natural
Resources Conservation Service (NRCS), formally the Soil Conservation Service
(SCS) administers the program, and funding is provided from money deposited in
the Abandoned Mine Reclamation Fund. The program provides technical and
financial assistance to land users who voluntarily enter into 5- to 10-year
contracts for reclamation of up to 320 acres of eligible abandoned coal-mined
lands and waters. The land user with NRCS technical assistance involved
prepares a reclamation plan.

Soil and Water Conservation Assistance (SWCA) provides cost share
and incentive payments to farmers and ranchers to voluntarily address threats

and state environmental laws and make beneficial, cost-effective changes to

9000-NRE-NRCS-SNOW Snow Survey and
Water Supply Forecasting
The purpose of the program is to provide western states and Alaska
with information on future water supplies. NRCS field staff collect and analyze
data on depth and water equivalent of the snowpack at more than 1,200 mountain
sites and estimate annual water availability, spring runoff, and summer
streamflows. Individuals, organizations, and state and Federal agencies use
these forecasts for decisions relating to agricultural production, fish and
wildlife management, municipal and industrial water supply, urban development,
flood control, recreation power generation, and water quality management. The
National Weather Service includes the forecasts in their river forecasting
function.

9000-NRE-NRCS-SIP Stewardship
Incentive Program (SIP)
The Stewardship Incentive Program (SIP) provides technical and
financial assistance to encourage non-industrial private forest landowners to
keep their lands and natural resources productive and healthy. Qualifying land
includes rural lands with existing tree cover or land suitable for growing
trees and which is owned by a private individual, group, association,
corporation, Indian tribe, or other legal private entity. Eligible landowners
must have an approved Forest Stewardship Plan and own 1,000 or fewer acres of
qualifying land. Authorizations may be obtained for exceptions of up to 5,000
acres.

Protection and Flood Prevention
The Watershed Protection and Flood Prevention Act,
P.L. 83-566, August 4, 1954, (16 U.S.C. 1001-1008) authorized this program.
Prior to fiscal year 1996, watershed planning activities and the cooperative
river basin surveys and investigations authorized by Section 6 of the Act were
operated as separate programs. The 1996 appropriations act combined the
activities into a single program entitled the Watershed Surveys and Planning
program. Activities under both programs are continuing under this
authority.

Rehabilitation
Local communities, with USDA Natural Resources Conservation Service
(NRCS) assistance, have constructed over 11,000 dams in 47 states since 1948.
Many of these dams are nearing the end of their 50-year design life.
Rehabilitation of these dams is needed to address critical public health and
safety issues in these communities. The following information provides

Reserve Program

The Wildlife Habitat Incentives Program (WHIP) is a voluntary
program for people who want to develop and improve wildlife habitat primarily
on private land. Through WHIP USDA's Natural Resources Conservation Service
provides both technical assistance and up to 75 percent cost-share assistance
to establish and improve fish and wildlife habitat. WHIP agreements between
NRCS and the participant generally last from 5 to 10 years from the date the
agreement is signed.

Conservation Reserve Program
The Conservation Reserve Program (CRP) is a voluntary program for
agricultural landowners. Through CRP, agricultural landowners can receive
annual rental payments and cost-share assistance to establish long-term,
resource conserving covers on eligible farmland. The Commodity Credit
Corporation (CCC) makes annual rental payments based on the agriculture rental
value of the land, and it provides cost-share assistance for up to 50 percent
of the participants costs in establishing approved conservation
practices. Participants enroll in CRP contracts for 10 to 15 years.

The Rural Housing Service helps rural communities and individuals by
providing loans and grants for housing and community facilities. The Rural
Housing Service provides funding for single family homes, apartments for
low-income persons or the elderly, housing for farm laborers, childcare
centers, fire and police stations, hospitals, libraries, nursing homes,
schools, and much more. In partnership with non-profits, Indian tribes, state
and federal government agencies, and local communities, RHS creates packages of

Section 502 loans are primarily used to help low-income
individuals or households purchase homes in rural areas. Funds can be used to

Housing (MFH)
The Farm Labor Housing Loan and Grant program provides capital
financing for the development of housing for domestic farm laborers. Rural
Rental Housing Loans are direct, competitive mortgage loans made to provide
affordable multifamily rental housing for very low-, low-, and moderate-income
families; the elderly; and persons with disabilities. This is primarily a
direct mortgage program, but its funds may also be used to buy and improve land
and to provide necessary facilities such as water and waste disposal systems.
The Housing Preservation Grant (HPG) program provides grants to sponsoring
organizations for the repair or rehabilitation of low- and very low-income
housing. The Rural Housing Service guarantees loans under the Rural Rental
Housing Guaranteed Loan Program for development of multi-family housing
facilities in rural areas of the United States. The Rural Rental Assistance
(RA) program provides an additional source of support for households with
incomes too low to pay the RHS subsidized (basic) rent from their own
resources. RHS pays the owner of a multi-family housing complex the difference
between the tenant's contribution (30 percent of adjusted income) and the
monthly rental rate.

(FNS)

recognized authority for providing science-based dietary guidance for the

9000-FSIS - Food Safety Inspection Service
(FSIS)

sets standards for food safety and inspects meat, poultry, and egg products
produced domestically and imported. The Service inspects animals and
birds at slaughter and processed products at various stages of the production
process, and analyzes products for microbiological and chemical adulterants.
FSIS also informs the public about meat, poultry, and egg product food
safety issues. FSIS works with the Research, Education and Economics
mission area on food safety research issues and the Animal and Plant Health
Inspection Service on instances where animal diseases impact food safety.
FSIS also facilitates the management of U.S. activities pertaining to the
Codex Alimentarius Commission, an international organization created by the
United Nations, to promote the health and economic interests of consumers while
encouraging fair international trade in food. FAS supports FSIS in food safety
discussions in the food export market.
