more energy-efficient ways to produce food and fiber; conserving

and increase soil organic matter; and using grazing lands
as a source of biomass energy and raw materials for industrial
products.

The Farm Security and Rural Investment
Act of 2002 (The 2002 Act) (Pub. L. 107-171)
amended the Food Security Act of 1985
to authorize the Conservation Security Program (CSP). CSP
is administered by USDA's Natural Resources Conservation Service
(NRCS). CSP is a voluntary program that provides financial
and technical assistance to promote the conservation and improvement
of soil, water, air, energy, plant and animal life, and other
conservation purposes on Tribal and private working lands.
Working lands include cropland, grassland, prairie land, improved
pasture, and range land, as well as forested land that is
an incidental part of an agriculture operation.

(FRPP) provides matching funds to help purchase development

to acquire conservation easements or other interests in land
from landowners. USDA provides up to 50 percent of the fair
market easement value.

on non-industrial private forest lands. Funds remaining on
May 13, 2002 will be exhausted through FIP closeout, primarily
funding the existing contractual backlog.

Grassland Reserve Program (GRP)
The Grassland Reserve Program (GRP) is a
voluntary program offering landowners the opportunity to protect,
restore, and enhance grasslands on their property. Section
2401 of the Farm Security and Rural Investment
Act of 2002 (Pub. L. 107-171) amended the Food
Security Act of 1985 to authorize this program.
The Natural Resources Conservation Service, Farm Service Agency
and Forest Service are coordinating implementation of GRP,
which helps landowners restore and protect grassland, rangeland,
pastureland, shrubland and certain other lands and provides
assistance for rehabilitating grasslands. The program will
conserve vulnerable grasslands from conversion to cropland
or other uses and conserve valuable grasslands by helping
maintain viable ranching operations.

the grass root concerns that impact private grazing land.
The coalitions actively seek sources to increase technical
assistance and public awareness activities that maintain or

Resource Conservation and Development (RC&D)
The purpose of the Resource Conservation
and Development (RC&D) program is to accelerate the conservation,
development and utilization of natural resources, improve
the general level of economic activity, and to enhance the
environment and standard of living in designated RC&D
areas. It improves the capability of State, tribal and local
units of government and local nonprofit organizations in rural
areas to plan, develop and carry out programs for resource
conservation and development. The program also establishes
or improves coordination systems in rural areas. Current program
objectives focus on improvement of quality of life achieved
through natural resources conservation and community development
which leads to sustainable communities, prudent use (development),
and the management and conservation of natural resources.
RC&D areas are locally sponsored areas designated by the
Secretary of Agriculture for RC&D technical and financial
assistance program funds.

Rural Abandoned Mine Program (RAMP)
The Rural Abandoned Mine Program (RAMP)
is authorized by Section 406 of the Surface Mining
Control and Reclamation Act (SMCRA) of 1977 as
amended by the"Abandoned Mine Reclamation Act of 1991" as
subtitled under the Budget Reconciliation Act (Public
Law 101-508; 30 U.S.C. 1236). It is authorized for the purpose
of reclaiming the soil and water resources of rural lands
adversely affected by past coal mining practices. There were
approximately 1.1 million acres of abandoned coal-mined land
needing reclamation in 1977. The U.S. Department of Agriculture
(USDA), Natural Resources Conservation Service (NRCS), formally
the Soil Conservation Service (SCS) administers the program,
and funding is provided from money deposited in the Abandoned
Mine Reclamation Fund. The program provides technical and
financial assistance to land users who voluntarily enter into
5- to 10-year contracts for reclamation of up to 320 acres
of eligible abandoned coal-mined lands and waters. The land
user with NRCS technical assistance involved prepares a reclamation
plan.

Soil and Water Conservation Assistance (SWCA)
provides cost share and incentive payments to farmers and
ranchers to voluntarily address threats to soil, water, and
related natural resources, including grazing land, wetlands,
and wildlife habitat. SWCA will help landowners comply with
Federal and state environmental laws and make beneficial,
cost-effective changes to cropping systems, grazing management,
nutrient management, and irrigation.

Snow Survey and Water Supply Forecasting
The purpose of the program is to provide
western states and Alaska with information on future water
supplies. NRCS field staff collect and analyze data on depth
and water equivalent of the snowpack at more than 1,200 mountain
sites and estimate annual water availability, spring runoff,
and summer streamflows. Individuals, organizations, and state
and Federal agencies use these forecasts for decisions relating
to agricultural production, fish and wildlife management,
municipal and industrial water supply, urban development,
flood control, recreation power generation, and water quality
management. The National Weather Service includes the forecasts
in their river forecasting function.

Stewardship Incentive
Program (SIP)
The Stewardship Incentive Program (SIP)
provides technical and financial assistance to encourage non-industrial
private forest landowners to keep their lands and natural
resources productive and healthy. Qualifying land includes
rural lands with existing tree cover or land suitable for
growing trees and which is owned by a private individual,
group, association, corporation, Indian tribe, or other legal
private entity. Eligible landowners must have an approved
Forest Stewardship Plan and own 1,000 or fewer acres of qualifying
land. Authorizations may be obtained for exceptions of up
to 5,000 acres.

Watershed Protection and Flood Prevention
The Watershed Protection and
Flood Prevention Act, P.L. 83-566, August 4,
1954, (16 U.S.C. 1001-1008) authorized this program. Prior
to fiscal year 1996, watershed planning activities and the
cooperative river basin surveys and investigations authorized
by Section 6 of the Act were operated as separate programs.
The 1996 appropriations act combined the activities into a
single program entitled the Watershed Surveys and Planning
program. Activities under both programs are continuing under
this authority.

Watershed Rehabilitation
Local communities, with USDA Natural Resources
Conservation Service (NRCS) assistance, have constructed over
11,000 dams in 47 states since 1948. Many of these dams are
nearing the end of their 50-year design life. Rehabilitation
of these dams is needed to address critical public health
and safety issues in these communities. The following information
provides background and case studies of rehabilitation needs
of watershed dams across the nation.

NRCS goal is to achieve the greatest wetland functions and
values, along with optimum wildlife habitat, on every acre
enrolled in the program. This program offers landowners an
opportunity to establish long-term conservation and wildlife
practices and protection.

Wildlife Habitat Incentives Program (WHIP)
The Wildlife Habitat Incentives Program
(WHIP) is a voluntary program for people who want to develop
and improve wildlife habitat primarily on private land. Through
WHIP USDA's Natural Resources Conservation Service provides
both technical assistance and up to 75 percent cost-share
assistance to establish and improve fish and wildlife habitat.
WHIP agreements between NRCS and the participant generally
last from 5 to 10 years from the date the agreement is signed.

Mission Area

Farm Loans
FSA makes direct and guaranteed farm ownership
(FO) and operating loans (OL) to farmers and ranchers who
are temporarily unable to obtain private, commercial credit.
FSA loans can be used to purchase land, livestock, equipment,

buildings or make farm improvements.

The Emergency Conservation Program (ECP)
provides emergency funding for farmers and ranchers to rehabilitate
farmland damaged by wind erosion, floods, hurricanes, or other
natural disasters, and for carrying out emergency water conservation
measures during periods of severe drought.
The Noninsured Crop Disaster Assistance
Program (NAP) provides financial assistance to eligible producers
affected by natural disasters. This federally funded program
covers noninsurable crop losses and planting prevented by

Conservation Reserve Program
The Conservation Reserve Program (CRP) is
a voluntary program for agricultural landowners. Through CRP,
agricultural landowners can receive annual rental payments
and cost-share assistance to establish long-term, resource
conserving covers on eligible farmland. The Commodity Credit
Corporation (CCC) makes annual rental payments based on the
agriculture rental value of the land, and it provides cost-share
assistance for up to 50 percent of the participants
costs in establishing approved conservation practices. Participants
enroll in CRP contracts for 10 to 15 years.

Housing Assistance
The Rural Housing Service helps rural communities
and individuals by providing loans and grants for housing
and community facilities. The Rural Housing Service provides
funding for single family homes, apartments for low-income
persons or the elderly, housing for farm laborers, childcare
centers, fire and police stations, hospitals, libraries, nursing
homes, schools, and much more. In partnership with non-profits,
Indian tribes, state and federal government agencies, and
local communities, RHS creates packages of technical assistance
and loan and grant funds to assist more rural communities
and individuals.

Single Family Housing (SFH)
Section 502 loans are primarily used to
help low-income individuals or households purchase homes in
rural areas. Funds can be used to build, repair, renovate
or relocate a home, or to purchase and prepare sites, including
providing water and sewage facilities. Programs include: Direct
Loan Program; Loan Guarantee Program; Mutual Self-Help Housing
Program; Home Repair and Preservation; and, Homes for Sale.

Multi-Family Housing (MFH)
The Farm Labor Housing Loan and Grant program
provides capital financing for the development of housing
for domestic farm laborers. Rural Rental Housing Loans are
direct, competitive mortgage loans made to provide affordable
multifamily rental housing for very low-, low-, and moderate-income
families; the elderly; and persons with disabilities. This
is primarily a direct mortgage program, but its funds may
also be used to buy and improve land and to provide necessary
facilities such as water and waste disposal systems. The Housing
Preservation Grant (HPG) program provides grants to sponsoring
organizations for the repair or rehabilitation of low- and
very low-income housing. The Rural Housing Service guarantees
loans under the Rural Rental Housing Guaranteed Loan Program
for development of multi-family housing facilities in rural
areas of the United States. The Rural Rental Assistance (RA)
program provides an additional source of support for households
with incomes too low to pay the RHS subsidized (basic) rent
from their own resources. RHS pays the owner of a multi-family
housing complex the difference between the tenant's contribution
(30 percent of adjusted income) and the monthly rental rate.

Business Programs (BP) works in partnership with the private
sector and the community-based organizations to provide financial
assistance and business planning. BP helps fund projects that
create or preserve quality jobs and/or promote a clean rural
environment. The financial resources of RBS BP are often leveraged
with those of other public and private credit source lenders
to meet business and credit needs in under-served areas. Recipients
of these programs may include individuals, corporations, partnerships,

pertaining to the Codex Alimentarius Commission, an international
organization created by the United Nations, to promote the

The Science and Technology Program provides
centralized scientific support to AMS programs, including
laboratory analyses, laboratory quality assurance, coordination

the Science and Technology Division's Plant Variety Protection
Office issues certificate of protection for new varieties
of sexually reproduced plants. The program also conducts a
program to collect and analyze data about pesticide residue
levels in agricultural commodities. It also administers the
Pesticide Recordkeeping program, which requires all certified
private applicators of Federally restricted-use pesticide
to maintain record of all applications. The records will be
put into a data base to help analyze agricultural pesticide
use.

Transportation and

The AMS' Transportation and Marketing Program
brings together a unique combination of traffic managers,
engineers, rural policy analysts, international trade specialists,
and agricultural marketing specialists to help solve problems
of U.S. and world agricultural transportation. The Transportation
and Marketing Program works to ensure that there is an efficient
transportation system for rural America that begins at the
farm gate, moves agricultural and other rural products through
the Nation's highways, railroads, airports, and waterways,
and into the domestic and international marketplace. The program
supplies research and technical information to producers,
producer groups, shippers, exporters, rural communities, carriers,
government agencies and universities. The program also administers
a program involving financial grants to States for marketing
improvements. In addition, the division assists in the planning
and design of marketing facilities, processes, and methods
in cooperation with State and local governments, universities,
farmer groups, and other segments of the U.S. food industry.
This program enhances the overall effectiveness of the food
marketing system, provides better quality products to the
consumer at reasonable cost, improves market access for growers
with small-to medium-sized farms, and promotes regional economic
development.

9000-MRP-GIPSA - Federal Grain Inspection
Service
The Federal Grain Inspection Service of
USDA's Grain Inspection, Packers and Stockyards Administration
provides inspection, weighing, and related services on grains,
pulses, oilseeds, and processed and graded commodities.
- Inspection Services. Through permissive
and mandatory inspection programs, FGIS promotes efficient
and effective marketing of U.S. grain and other commodities
from farmers to domestic and foreign end users.
- Weighing Services. Official Weighing
is when official personnel (GIPSA, State, or private employees
licensed by GIPSA) determine and certify the quantity of
a lot of grain. The official agency in the elevator's area
weighs or observes the weighing by physical supervision
and monitors the discharge of grain through the scales,
out of the elevator, into a carrier.
- Biotechnology. In 2001, GIPSA established
a biotechnology reference laboratory at its Technical Center
in Kansas City, Missouri. Working with grain handlers, test
manufacturers, and life science organizations, GIPSA is
facilitating the marketing of U.S. grains and oilseeds by
ensuring the availability of reliable tests.
- Mycotoxins Tests. The most frequently
found mycotoxins in grain are aflatoxin, deoxynivalenol
(DON), zearalenone (ZEN), and fumonisin. GIPSA has implemented
a program to verify the performance of rapid tests for mycotoxins
in grains.
- Process Verification based upon internationally
recognized quality management standards to verify the quality
process rather than testing the actual grain.
- Optional Quality Assessment Services
of Corn Oil, Protein and Starch; Ethylene Dibromide; Falling
Numbers; Heavy Metal Analysis; Mycotoxin Analyses ( Aflatoxin,
DON (Vomitoxin), Zearalenone); Pesticide Residue Analysis;
Soybean Cracked Seedcoats; Soybean Seed Count; Soybean Seed
Sizing; Soybeans White Hilum; Soybean Protein and Oil; Sunflower
Oil; TCK Smut Spores; Vitamin Analysis; Wheat Hardness;
and, Wheat Protein.
- Process Commodities. GIPSA offers quality
assessment testing of many kinds of processed commodities,
including corn, soybeans, wheat flour, wheat, fortified
cereals, instant rice cereals, rolled oats, soy-fortified
rolled oats, and soy-fortified sorghum grits.

- Packers and Stockyards Programs
- Trade Practices. A major objective of
GIPSA's Packers and Stockyards Programs (P&SP) is to
maintain fair trade practices in the marketing of livestock.
To determine if unfair or deceptive practices in violation
of the Packers and Stockyards Act (the Act) and the Regulations
issued thereunder are occurring in the procurement of livestock,
P&SP conducts livestock procurement investigations of
slaughtering packers, dealers, and order buyers.
- Financial Protection. Payment protection
for the sellers of livestock is an integral part of the
Act and of extreme importance to PS&P. To ensure compliance
with the financial and payment protection provisions of
the Act, P&SP audits and investigates the regulated
industry.
- Competition. One of the major responsibilities
under the Act is to assure open competitive marketing conditions
for livestock and meat. P&SP has undertaken several
initiatives to increase enforcement activities in the area
of anticompetitive practices involving the Nation's major
meat packers.
- Clear Title. Section 1324 of the Food
Security Act of 1985 permits States to establish
central filing systems to notify potential buyers, commission
merchants, and selling agents of security interests (liens)
against farm products. The Secretary of Agriculture is responsible
for proscribing regulations to aid States in implementing
and managing central filing systems and for certifying such
systems that comply with the Act. GIPSA administers the
program, commonly known as the "Clear Title" program.
