Mainframe services are funded from USDA's Working Capital Fund with a requirement to achieve a "break even" status each fiscal year within the guidelines of the fund. Total operating costs are recovered solely through usage rates established for each service and the respective resource usage of each customer.

The demand for the NITC's computing and value-added services has grown because of the economies of scale that centralized, shared services can offer.
