Stephen Lowe
Director, Enterprise Geospatial Management Office
Stephen Lowe is the U.S. Department of Agriculture Geospatial
Information Officer. The scope of this senior leadership role
includes enterprise-wide geospatial data and geographic information
systems innovation, strategy, architecture integration, and
tactical implementation. He works with agencies to ensure
new and existing assets are fully optimized, geospatial business
requirements are efficiently addressed, and future needs anticipated
and resources are planned.
As Director for the Enterprise Geospatial Management Office
(EGMO), located in the Office of the Chief Information Officer
(OCIO), he leads enterprise geospatial data and GIS technology
portfolio management and governance activities. In collaboration
with agencies and other agricultural stakeholders, EGMO initiatives
grow the value of spatial solutions and connect the geospatial
capabilities, competencies, and network of practitioners empowering
USDA Department decision-makers. This role increases operational
capacity to solve complex public policy and administration
problems through the place-based business model, which results
in maximum benefit to citizens.
Mr. Lowe has 21 years of federal government business and
technology transformation experience. He also completed two
details supporting the Whitehouse Executive Office of the
President and served as Senior Solutions Architect for Enterprise
Innovation and Strategy with SRA International. Mr. Lowe holds
graduate degrees in the Management of Information Technology
from University of Virginia and in Public Administration from
Virginia Tech, as well as the bachelor of Political Science
from James Madison University. He is a doctoral candidate
at Glasgow University, Scotland UK, researching the use of
deliberate and emergent organization design to promote strategic
change.
